Why did Sumire's summoning Nue act strangely in response to Kawaki's karma?

Isshiki being an enemy of Kaguya. So perhaps Nue sensed hostility and opposition from Kawaki’s karma seal? That is all the information we have for now. It’s possible that we will learn more about them later on.

THAT’S ALL FOLKS!!

I think that Nue was acting up due to its origins relating to Kaguya, whereas Kawaki’s Karma is from Isshiki.
